1 BACKGROUND INFORMATION:

CISP Somalia carries out projects in areas of development and emergencies and CISP is always committed to provide quality, equitable, transparent and accountable services in the sectors of Education, protection (Community Care), culture, Health and Nutrition. 

CISP is a lead organization supporting all partners implementing the scaled up community care project implemented across Somalia that is funded by UNICEF. Similarly, CISP is also a consortium member of EU Co-funded Education project (SETS) and ArtXchange projects. CISP other donors include; AICS, WFP and UNOCHA that fund health, nutrition and education projects respectively. These projects are serving targeted communities in Mogadishu, Galkacyo, Hobyo, Gelinsoor, Dhusamareb, Guricel and Abudwak, Garowe, Hirshabelle and local partners support for community care project across Somalia.

CISP projects are implemented by a multi-disciplinary team, including program staff and operationally supported by the administration department based in Mogadishu and the field offices in Galmudug region and Garowe.

1.1 JOB SUMMARY

The Education project Officer will be based in Garowe, Puntlland and support day to day implementation and monitoring of Education Project and will be the focal point for implementation of Education project activities for the GPE-A Project. The incumbent is expected to work with local partners, NGOs, IDPs, host communities and Puntland Ministry of Education, Culture and Higher Education to ensure the delivery of a high quality project activities. The primary responsibilities of the position will include project planning and implementation, project monitoring and reporting.

2 RESPONSIBILITIES

2.1       Project Planning and implementation

  • Participate in the preparation of project implementation activity plans in consultation with Field Project manager, Education Program Manager, Puntland MoECHE and other partners of the project
  • Support the Field Project Manager and other partners to conduct participatory need assessment within the project locations to identify the various beneficiaries of the project including the Out Of school Children (OOSC), CEC members, identification and recruitment of female teachers as per the design of the project
  • Ensure accountability to all stakeholders (learners, teachers, parents, CISP, the Directorate of Education, donors, etc.) for all education activities supported by the GPE-A project
  • Mobilize the community and the local leadership to participate in all the stages of the project ensuring participatory and conflict sensitivity approach to the implementation of the GPE-A project.
  • Support establishment/strengthening of school CECs through training and mentoring

2.2       Project Assessments, Monitoring and Documentations

 Participate in the development of a monitoring and evaluation plan for the projects based on the indicators in the log-frame and use this plan throughout the project life to collect relevant information that will inform the project.

  • Keenly monitor the progress made towards achievement of the envisaged enrollment of Out Of School Children (OOSC) in each of the schools as per the project design
  • Conduct regular visits to the supported schools and check attendance, records, and quality of learning and document it accordingly.
  • Lead the project team in conducting regular monitoring visits to schools, beneficiary involvement in data collection of objective and reliable data during monitoring visits
  • Support the project field manager in regular review of the implementation plan and implementation status of the project and provide support for remedial actions where diversion from the plan are observed
  • Regularly monitor the infrastructural upgrading of the schools during construction/rehabilitation to ensure that it is in tandem with the approved design and meets the preset quality standard and provide timely feedback to the relevant managers/engineer for action
  • Provide technical support to the partners including the Directorate of Education, REOs and DEOs in ensuring quality education through ensuring that the project adapts Puntland MoECHE approved Quality assurance standards in project delivery
  • Document constraints and challenges encountered during the implementation of the project and provide concrete possible solutions and share with the management for action to ensure that such challenges do not adversely affect the overall project implementation
  • Collect various school and partner level Means of Verifications for all project activities implemented
  • Conduct bi-annual beneficiary satisfaction survey to document the impact of the project on the targeted beneficiaries
  • Document identified gaps, lessons learnt and best practices and ensure that this is disseminated to the stakeholders accordingly

2.3       Reporting (20%)

  • Prepare reports on each field visit conducted and submit the report to the Field Project Manager.
  • Compile project implementation data from assigned area on a monthly basis and submit it to the Field Project Manager.
  • Prepare case studies and success stories on regular basis.
  • Provide High Quality Photos and Video Clips related to the project implemention on monthly basis for project visibility and communication to Communications Department.

2.4       General Responsibilities (10%)

  • To bring into notice any discrepancies, serious incidents or any urgent information which may need serious consideration regarding day to day project activities to the Field Project Manager
  • To fulfil any additional assignments as deemed necessary by the organisation.

3.REQUIRED QUALIFICATIONS / PERSON SPECIFICATIONS

3.1       Education and Training

Bachelors degree in Education, Education Management or relevant field of study

3.2       Relevant Experience

Minimum 5 years field experience in education in emergency and development projects Experience of Woking in The region is desirable

3.3       Knowledge and Skills

  • Computer skills
  • Excellent report writing skills
  • Proficiency in both Written and Spoken English and Somali languages
  • Good knowledge of contemporary development issues
  • Ability to transfer skills to other staff
  • Outstanding communications skills, and excellent ability to motivate community group to solve problems
  • Excellent analytical skills.

4      Working Conditions

  • The position is based in Garowe, but a significant amount of time (50%) is expected to be spent with partners in the field.

5 Other Key Competencies

  • Experience or working knowledge of implemeting Education in Emergency Situations
  • Willingness to undertake extensive field work in remote communities
  • Computer skills including literacy in MicroSoft Word and Excel
  • Ability to create and maintain a working environment that will promote value and respect diversity in the implementation process.
  • Excellent interpersonal, planning, organizing, communication skills
  • Good understanding of gender issues and rights-based approaches
  • Clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain their message.
  • Excellent communication, planning, supervisory and interpersonal skills that will enable the identification of opportunities to establish effective strategic relationships between one’s area and others to achieve CISP objectives.
  • Willingness to work and live under difficult physical and security conditions and the necessary restrictions that this entails
  • Ability to work independently and meet deadlines yet effectively coordinate program activities with other CISP projects being implemented
