Appendix A: TERMS OF REFERENCE  

Job Title: Consultant for translation and interpretation: English / Somali/ English

Reporting To: ESARO project manager

Project: ESARO 2

Location:  Mogadishu, Somalia

  1. BACKGROUND:

CISP is an equal employment opportunity employer with its headquarters in Rome. Currently CISP has various field offices, including a Regional office in Nairobi. CISP Kenya carries out projects in areas of development by supporting national and county authorities to provide quality, equitable, transparent and accountable services in the sectors of higher education, child protection, GBV, food security and nutrition, culture. 

CISP is implementing the project “ Capacity building of CSOs and Government in selected ESARO countries on social norms change programming and measurement on violence against children and women, with a focus on sexual abuse and harmful practices (child marriage and FGM)”. This project is a 12-month grant that is centered around capacity building and mentoring of government officials, CSOs and university post-graduate students to understand the characteristics & benefits of well-designed social norms change programmes and equip them with the skills they need to identify, implement, and measure effective interventions in their work. This regional project is implemented in Kenya, South Sudan, Somalia, and Uganda and is funded by UNICEF ESARO. The key intervention that this regional project will implement include.

  • Design and conduct training on selected Arts for Social Change (ASC) methodologies for CSOs members in Kenya, and Somalia and provide financial and technical support to selected CSOs to pilot ASC interventions in the 2 countries.
  • A final regional showcase and exchange event in Nairobi will also be organized to share lessons learned.

CISP is seeking a qualified Consultant for interpretation and translation during a TOT training for local CSOs on Theatre of the Oppressed in Somalia.

  1. OBJECTIVES

The objective of the assignment is to support the facilitation of a TOT training on Theatre of the Oppressed for local CSOs working in the field of GBV, with interpretation and translation from English to Somali and vice versa.

In particular:

  • To translate training content and live sessions from English to Somali and vice versa, ensuring that participants will understand properly and fully participate.
  • To support the facilitator in the facilitation of different activities during the training, ensuring the engagement of participants.
  • To support logistics during the training including participants will reach the training location on time.

The consultant will be required to work and coordinate with CISP project team to successfully deliver on these activities.

Duration and Location:

  • The duration of this activity will be 6 days and it will take place in Mogadishu, Somalia.
  1. DELIVERABLES & TIMELINES

The assignment will be undertaken between 3rd and 8th of June 2023. The total number of days for the consultancy will be 6.

  1. SERVICE PROVIDER PROFILE

The profile of the Service Provider must meet the following minimum requirements:

  • Strong facilitation and communication skills
  • Excellent knowledge of English, Somali mother tongue.
  • Previous experience in translation and interpretation form English to Somali and vice versa.

·         Previous experience in translation of theatre of the oppressed trainings session and knowledge of the methodology will be an added value.  

  1. MODE OF APPLICATION

All applications must include all of the following:

  1. Cover letter (maximum 1 page)
  2. Technical proposal (max 1 pages): The technical proposal should include:
    1. Profile of the Consultant with particular emphasis on previous experience in this kind of work
    2. Clear explanation about how the task will be accomplished, which tools and methodologies will be used.
  1. Financial Proposal (max 1 pages):

The financial proposal should provide cost estimates for services rendered including daily consultancy fees, and travel and accommodation costs in the field if needed. The currency used for the Financial Proposal shall be in USD and should include all relevant taxes.

  1. Supporting Documents
    1. Curriculum Vitae of the consultant.
  2. At least 2 Letters of recommendation from Companies/Organizations served in the past three years.
  3. Tax Compliance Certificate and registration.

At the discretion of CISP, applicants may be invited to supply additional information on the contents of their proposal during the Evaluation and award process; this will be communicated via Email should need arise.
