TOR: ENGINEER SUPERVISION FOR CONSTRUCTION/ REHABILITATION OF SCHOOLS

TERMS OF REFERENCE FOR TEMPORARY ENGINEER FOR SUPERVISION OF CONSTRUCTION/REHABILITATION OF SCHOOL FACILITIES INCLUDING GENDER AND DISABILITY-FRIENDLY WASH FACILITIES, CLASSROOMS ETC FOR SCHOOLS IN GALMUDUG STATE AND BANADIR REGION UNDER SETS II PROJECT

BACKGROUND

SETS II PROJECT

Background to the action:

In accordance with European Union and other international principles and conventions, SETS II has been designed to recognize and endorse the central role of education in economic and social development in Somalia. Reference has been made to the new European Consensus Development Agreement which provides the framework for a common approach to development policy to be applied by the EU institutions and Member States while fully respecting each other's distinct roles and competencies. According to the Agreement, responding to the educational needs of children, women, and youth is crucial to promoting responsible citizenship, developing sustainable and prosperous societies, and boosting empowerment of otherwise excluded groups and youth employment, key parameters which have been used to design this intervention. Emphasis has also been made on eradicating poverty, tackling discrimination and inequalities, and leaving no one behind through the provision of universal access to quality education and training which will ensure youth employability, increased participation in governance by different gender, and long-lasting development in Somalia. SETS II has paid special attention to the provision of educational training opportunities for girls and women, and towards ensuring that all learners of school-going age have the knowledge, skills, capabilities, and rights they need to enjoy life in dignity, to be fully engaged in society as responsible and productive adults, and to contribute to the social, economic and environmental well-being of their communities. In designing SETS II, consortium members ADRA, Alight & CISP have individually and collectively consulted with the Federal and State education administrations, communities, schools, and TVET learners to inform the methodology and approaches proposed in this action.

Overall and Specific Objectives of SETS II Project

The overall objective of the action is: Improve the educational attainment and employability of relevant target groups in Somalia; while the specific objective is Participation in and governance, quality, relevance and inclusiveness of education and training in Somalia are improved.

SETS II Project Results

Result 1: Increased access to equitable quality primary and secondary education.

Result 2: Increased participation of youth and adults in TVET linked to employment and economic opportunities; and

Result 3: Enhanced capacity of public institutions to lead, monitor and manage the education and training system.

The Overall Objective of this Assignment: The objective of this TOR is to engage a temporary engineer to deliver various milestones under the planned construction/rehabilitations of schools targeted under the project including Technical Needs Assessment of Existing project supported schools and preparation of BOQs, Provide Technical support to procurement committee, supervision and monitoring of construction/rehabilitations from start to end and Quality Control

The planned rehabilitation work envisaged under the TOR are:

  • Conduct technical needs assessment of existing SETS II project targeted schools for rehabilitation/extension of classrooms, gender and disability friendly WASH facilities, administration block of 9 schools in Galmudug and 6 schools in Banadir region and prepare detailed assessment report that clearly prioritize the needs of each school assessed for intervention based on availability of budget. The Needs Assessment of each school should capture high quality pre-intervention photos of each need identified in each school.
  • From the findings of the assessment report develop BOQ's for the rehabilitation works for each school assessed as per the identified Needs Assessment report
  • Conduct market assessment of the price of construction/rehabilitation materials and prepare BOQs on fair market prices.
  • Ensure that all rehabilitated/constructed school facilities in each school meet the needs of girls and students with special needs such as to easily access the facilities (inclusion of accessibility ramps, slopes and support rails in the latrines)
  • Participate in procurement committee bids opening and evaluation as technical advisor and provide guidance on the technical strength of each bidder to deliver quality work on time and ensure that the organization gets value for money through high quality deliverable at reasonable cost and minimum duration without compromising on quality for selected contractors.         
  • Submission of regular (bi-weekly) progress report for the rehabilitation works including pictures of works done for reporting period

The Planned Assignment under the construction of new school

  • Using the Federal MoECHE approved design of school conduct site visit of the identified land of the new school and conduct land assessment to ensure the actual construction is done as per the design with due consideration of the land topography of the site
  • Prepare BOQ for the construction in line with Federal MoECHE engineer estimated cost with adjustment to local market as deemed necessary to ensure quality is not compromised
  • Participate in procurement committee tender opening and evaluation as technical advisor and provide guidance on the technical strength of each tenderer to deliver quality work on time and ensure that the organization gets value for money through high-quality deliverable at a reasonable cost and minimum duration without compromising on quality for selected contractor.
  • Ensure the constructed school facilities such as entrance to classrooms, WASH facilities, administration block meet the needs of girls and students with special needs to easily access the facilities (wide doors, inclusion of accessibility ramps, slopes and support rails).

Technical and Administrative Management

  • Physical visit and evaluation of the rehabilitation site and develop all designs, plans, quotations and technical specifications for all the planned rehabilitation sites to ensure their conformity to national and international standards and donor requirements
  • Act as technical focal point for all contractors related to quality of rehabilitation and any modification of contract approved by CISP
  • Ensure quality and accuracy of all designs and quotations for all planned rehabilitation work
  • Provide regular technical support to contractors throughout the construction/rehabilitation period to ensure conformity to design, technical specification and BOQs to ensure quality and respect to the schedule
  • Certify at the end of the construction/rehabilitation that work done is in full conformity to the terms and conditions of the contract
  • Provide technical solution/suggestions during construction/rehabilitation of facilities until final handover
  • Provide technical support to the programme manager on the needs for modifications that may arise and challenges that arise during execution of the work
  • Submit weekly reports on the progress of the construction/rehabilitation work to the programme manager with adequate and quality pictures. The report should compare accomplished tasks against planned tasks for the duration under review, identify reasons for any delays and planned corrective measures and the following week planned tasks to be achieved.
  • Develop guidelines on maintenance and sustainability of the facilities
  • Train/orient the management of the facilities constructed/rehabilitated on the maintenance and sustainability of the facility

Staff Management

  • Support in the identification and recruitment of local artisans where necessary for site of construction/rehabilitation
  • Manage the construction/rehabilitation team at the site
  • Make sure effective mechanisms are in place to prevent corruption and fraud throughout the construction/rehabilitation of facilities

Supervision

  • Strict field supervision to control quality standards and ensure conformity to set local and international standards
  • Addressed in a proactive manner all issues raised on the site of construction/ rehabilitation by meeting regularly with the contractors and reinforcement of capacities of site consultants/supervisors
  • Ensure that all sites have complete mechanism for control such as site register, visual and written reports as well as all key rehabilitation documents such as plans, BOQs, contracts etcetera

Expected milestones for One New school construction and Extension/Rehabilitation of facilities in 15 existing schools

Person specification

  • Minimum degree in structural or civil engineering from a recognized university
  • At least 5 years' experience as construction engineer with INGO in Somalia
  • Proficiency in the use of AutoCAD
  • Computing/office technology, contract management, negotiation skills
  • Familiarity with the context of Somalia, public facility construction/rehabilitation environment
  • Fluency in both written and spoken in English and Somali language

Deadline for submission of Expression of Interest: Qualified and competent construction engineers should submit their detailed:

  1. Technical Proposal for undertaking the assignment with clear demonstration of understanding of the TOR, approaches to undertake the assignment
  2. Complete the milestone table for both rehabilitation and construction the missing sections on duration and lumpsum cost for each milestone
  3. Updated CV that clearly demonstrates experience in the same field with recommendation letter and/or official email contact of your last 3 professional engagements
  4. Financial proposal for undertaking the assignment based on each milestone achieved
  5. Detailed work plan from start to completion of the assignment including but not limited to covering technical assessment visits, development of BOQ and Technical specification, supervision and reporting timelines
  6. Technical and Financial Proposal and updated CV should be submitted to CISP HR email: hr.somalia@cisp-ngo.org by COB 1st of April 2023

NB: This is sort of part time job (flexible work arrangement) and the professional milestone fee should be considered at such arrangement local market average rates
